If you are putting an obstruction in the roadway then it has to be marked. You should really be putting signs up that show the obstruction is coming up and have cones around it to create a taper for the traffic.
During the hours of darkness, the skip is only required to be lit if the speed limit is 40mph or above, however, JSP would suggest that you do light the skip.
